Digital platform for protective security

PACT is Denmark's online platform, developed by DBI – The Danish Institute of Fire and Security Technology, for protection against physical violent extremist attacks on buildings and urban spaces, as well as awareness of human behaviour patterns in relation to protective security. On the platform, DBI follows the EU definition of terrorism as intentional, unlawful acts against physical targets that harm people, property or organisations. These acts are committed with the aim of intimidating a population and/or destabilising or destroying fundamental structures of the organisation and society. The platform will help businesses, as well as public and private organisations, to manage the risk of violent extremism that is present to a greater or lesser degree for everyone. The platform addresses general and specific security issues related to violent extremism to help developers, consultants, facility managers, other security and safety professionals, contractors, and installers to prevent and mitigate damage resulting from unwanted premeditated acts. Therefore, you will find tools to help you assess your security needs and create a checklist for your project plan of work, as well as a knowledge bank containing information on building and site architecture, security culture and a protective security handbook. The platform is designed to be easy to understand and practical to use. You do not need any prior knowledge of or experience with protective security related work.

Background and partners

With over 20 years’ experience in providing impartial safety and security advisory services to public and private entities, DBI operates and continually develops the protective security platform, PACT.

The platform was initially launched at the end of 2020, based on a two-year research and development project, funded by the Danish Ministry of Higher Education and Science and RealDania. The project was initiated on request from security managers and the construction industry, who had long sought a similar solution to the Norwegian Security Handbook, Sikringshåndboka. DBI collaborated with the Architectural firms, Schønherr and Bertelsen&Scheving, as well as MOE Denmark on the development of the Knowledge Bank’s Architectural Solutions and the Project Plan of Work, This was done to make certain that every part of the platform, reached the highest level of professionalism and quality. To ensure that the output was relevant and practically applicable, the project also had a project review and advisory team. This group consisted of architects, companies from the construction industry, security managers and representatives from the Danish Industry Association for Safety and Security, amongst others.
