Mail and package handling

If an organisation has a high threat level, it should consider the need for screening mail and packages. This could be an external service, or an internal procedure that could belong to the organisation's Facility Management department.

Threats related to post and package services include, shipments containing weapons and harmful materials. Another example is the receival of letters or packages containing chemical, biological or nuclear substances, which may be extremely dangerous to come into contact with.

Establishing a system to screen and handle deliveries is part of the security solution to mitigate the entry of dangerous substances and materials to the organisation. This should also be considered in the organisation's policy pertaining to employees using the company address to receive private purchases. Allowing this, may increase the risk of dangerous deliveries entering the building unopened.

If the organisation has a guarded gates, this could be an ideal place for screening mail and packages, as this is usually located at a physical distance from the main building. In this way, a potential threat would not achieve the same effect as if the screening were carried out inside the main building.

When deemed necessary, security authorities may advise an organisation to implement mail and package screening.

The Danish Security and Intelligence Service has developed a guide with three security models:

  • Model I – Device-free security
  • Model II – Device-based security
  • Model III – Changing procedures
