Deterrent security measures are initially implemented to deter an attacker from initiating an intended action. Typically, such measures will make it visible that the organisation is security conscious e.g. by using guards or installing fences. In the context of violent extremism, these measures can help to obstruct the planning of an attack and thus have the ultimate effect of causing the attacker to abandon that specific target.
