Placement of vital spaces

In general, the organisation's vital spaces and critically important systems should be located in the core of the building, as this will maximise the distance from the exterior of the building to the protected space. The location in relation to the terrain should also be considered, as e.g. placement at basement level, may increase the risk of flooding, and can limit the possibility of escape to the upper floors. However, there is a balance; placement above ground level may also pose a risk of escape route options being constrained during and attack.
